Configuration reference (moved)

This page was split into one page per object kind under reference/config/; settings now live under reference/config/settings/. The storage model moved to concepts/config-model.md, the chain order and client-IP derivation to concepts/request-pipeline.md, and roles and audit to concepts/security-model.md.
